Pengaruh Alokasi Bantuan Pengendalian Penyakit Avian Influenza (Flu Burung) Selama Kurun Waktu 2013-2016

Abstract


Penelitian ini bertujuan untuk menganalisis pengaruh alokasi bantuan pengendalian penyakit AI yang diberikan oleh pemerintah pusat kepada provinsi terhadap kejadian penyakit AI di Indonesia. Penelitan terdahulu terkait pengendalian penyakit AI umumnya hanya melihat efektifitas dalam pelaksanaan kebijakan pengendalian penyakit AI, tetapi belum melihat bagaimana pengaruh alokasi bantuan pemerintah untuk pengendalian penyakit AI terhadap kejadian penyakit AI di Indonesia. Dengan menggunakan metode regresi OLS dan IV SLS, penelitian ini menggunakan data panel pada 34 provinsi yang ada di Indonesai selama kurun waktu 2013-2016. Hasil estimasi menunjukkan bahwa alokasi bantuan pencegahan penyakit AI berpengaruh signifikan terhadap kejadian penyakit AI namun belum mampu menguranginya. Sehingga implikasi kebijakan yang harus dilakukan oleh pemerintah yaitu alokasi bantuan pengendalian penyakit AI yang diberikan sebaiknya tidak reaktif terhadap kejadian penyakit AI dan populasi unggas saja, tetapi sesuai acuan yang jelas berupa roadmap pengendalian AI sesuai dengan tahapan yang disepakati berdasarkan epidemiologi penyakit AI. Sehingga diharapkan dapat mengurangi kejadian penyakit AI di Indonesia. Optimalisasi peran puskeswan dan kegiatan surveilans AI di daerah perlu ditingkatkan untuk mengurangi kejadian penyakit AI selain pemberian alokasi bantuan pengendalian penyakit AI.
